Make Contact's Email Address Optional

Currently, every contact in the system is required to have a unique email address. The email address is used to uniquely identify every individual contact record, and prevent duplicate contacts from being entered into the system. However, in many cases the organization does not know the email address of a contact that they wish to enter or import. This leads to messy work-arounds, such as creating fake email addresses for contacts. This feature would make the email address field optional for all patrons. In this case, the system would be unable to send email to any patron lacking an email address, and would also be less able to prevent duplicate data entry.
