Changes to the Defaults (after the fact) are not retroactive. Its necessary to go back and edit the package and un-check and re-check the "Auto-calculate Bidding Parameters" checkbox in order for those calculations to re-calibrate. There should be some sort of Recalculate button for these situations.

After packages are enter, decision are made concerning the starting value of items. When the the default values are changed after the fact, a global update can not be done forcing one to manually go in and to each package and re-calcuate the fields. This is toooooo time consuming
